Walter Houston, CEO, founded TTI in 2003 to provide consulting services to clients seeking to prevent or effectively respond to Chemical, Biological, Radiological, Nuclear, Explosives terrorism on land or at sea worldwide. His focus has been to develop a professional staff and teaming partners representing the finest that law enforcement, military and the scientific communities have to offer in the anti- and counterterrorism mission spaces. Mr. Houston has more than two decades of experience in CBRNE antiterrorism and counterterrorism operations. He is an internationally recognized Master Bomb Technician with expertise in the development and use of state-of-the–art tools, techniques, and procedures to prevent or counter the use of improvised CBRNE in all environments.

A US Navy veteran, Mr. Houston held several positions within the US Special Operations Command serving as a front line operator and Explosives Ordnance Disposal element leader with the maritime component of the Joint Special Operations Command. Among his many awards, Mr. Houston was awarded the Defense Meritorious Service Medal, Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal. He was the federal programs manager responsible for developing and directing a multi-level WMD training and readiness program for JSOC, serving as the maritime CBRNE Subject Matter Expert for interagency joint readiness exercises conducted worldwide. Previously, Mr. Houston was senior planner for Weapons of Mass Destruction National Security Programs at Oak Ridge Institute for Science and Education, analyzing current and projected threats and develop corresponding solution sets to improve the capabilities of the nation’s premier domestic WMD Crisis Response and Management assets. Mr. Houston and his family reside in McLean, Virginia.

 


Lisa Gordon-Hagerty, President, joined TTI in 2011. She is also president and CEO of LEG Inc., a boutique consulting firm providing strategic advice and counsel in domestic and national security and global energy issues. Previously, Ms. Gordon-Hagerty served as executive vice president and chief operating officer of USEC Inc., a leading supplier of enriched uranium fuel for commercial nuclear power plants services.

From 1998-2003, Ms. Gordon-Hagerty served on the White House National Security Council staff as the Director for Combating Terrorism, overseeing and coordinating US Government activities to deter, disrupt, prevent, and respond fully to conventional, chemical, biological, radiological, and nuclear terrorist attacks, through research and development, special operations, intelligence, and exercises/contingency planning. Prior to joining the White House NSC staff, she served for six years as the US Department of Energy’s Director, Office of Emergency Response, leading efforts for emergency preparedness and technical/operational emergency response to all radiological or nuclear events, and as Acting Director, Office of Weapons Surety, responsible for the safety and security of the country’s nuclear weapons program. Prior to DOE, she served as a professional staff member of the US House of Representatives, Committee on Energy and Commerce. Ms. Gordon-Hagerty began her professional career as a health physicist at the Lawrence Livermore National Laboratory.

Ms. Gordon-Hagerty holds a master’s degree in health physics and a bachelor of science degree, both from the University of Michigan. She is a Director on the Boards of Colombo Bank and Federation of American Scientists. She serves as the chair of the National Academy of Sciences-Institute of Medicine Standing Committee on Health Threats Resilience and Workforce Resilience, is a member of the University of Michigan School of Public Health Dean’s Advisory Board, Oak Ridge National Laboratory Global Security Strategic Advisory Group and the Advisory Board of Ridge Global, LLC. She is a member of the Council on Foreign Relations, Economic Club of Washington DC and Washington Institute of Foreign Affairs. Ms. Gordon-Hagerty has been named three times to Fortune Magazine’s “Most Powerful Women”. She has been awarded many citations, including the first-ever University of Michigan School of Public Health Outstanding Alumni Award, Secretary of Defense Medal for Meritorious Civilian Service, United States Secret Service Director’s Honor Award and the Secretary of Energy’s Special Recognition Award.

 


Michael Scott, Executive Vice President, joined Tier Tech International in 2012. He currently focuses his efforts in the Countering WMD operational engagement and user engagement, supporting many elements of the US Government. A 34-year veteran of the US Navy, Mr. Scott specialized in CWMD, Special Operations and Explosive Ordnance Disposal. Mr. Scott’s spent more than a decade at the Naval Special Warfare Development Group where he led a 40 person Research, Development, Test and Evaluation team comprised of Navy SEALs, EOD technicians, scientists, and intelligence specialists responsible for the development and combat fielding of special tools, techniques and procedures for US Special Operations Forces. His tour at NSWDG also included an 18-month assignment to the Intelligence Community as the US Special Operations Command representative. The balance of Mr. Scott’s naval career included tours in Asia, the Pacific, the Atlantic, the Mediterranean, the Middle East, Europe, and the United States where he served in various capacities including command of several units and teams. Mr. Scott also deployed for Operations Earnest Will and Iraqi Freedom. The Defense Meritorious Service Medal is among Mr. Scott’s military decorations and has earned numerous military qualifications, including Master EOD Officer, Surface Warfare Officer, Navy EOD Diving Officer, Surface and Underwater Explosive Demolitions Supervisor, Military Freefall Parachutist and Military Freefall Jumpmaster. Previously, Mr. Scott held positions as the Director of National Security and Special Programs Division with Premier Technology, Inc., Blackfoot, ID, and as the Director of the National Preparedness and Response Center at Oklahoma State University Multispectral Laboratory, Ponca City, OK. He serves on the Idaho Technology Council Research and Development Committee and the Idaho State Board of Education Higher Education Research Council. Mr. Scott holds a Bachelor of Science in Liberal Studies from Excelsior College of New York and proudly claims Pocatello, ID as his adopted home.
