Congress enacted laws to assist small businesses owned and controlled by service disabled veterans (SDV’s): the Veterans Benefits Act of 2003 (P.L. 108-183), signed by President Bush on December 16, 2003 and the Veterans Entrepreneurship and Small Business Development Act of 1999 (P.L. 106-50), signed by President Clinton on August 17, 1999.
P.L. 108-183 authorizes federal contracting officers to award SDV-owned firms sole source and restricted competition contracts for goods and services.

Tier Tech International Receives VA VIP Certification
TTI was awarded eligibility to participate in the Veterans First Contracting Program. VA has “Special Authority” for SDVOSB Set-aside and Sole Source Contracts and in addition, allows us to subcontract with VA’s large prime contractors in acquisitions for additional evaluation credit.
